Alhaji Samai'la Muhammad Mera, the Emir of Argungu, was born on the 31st January, 1961 in Argungu, Kebbi state. He was educated at Tudun Wada Primary School, Argungu, 1968-74, Government College Sokoto, 1974-79, Kaduna Polytechinc 1979-82, The Polytechinc, Birnin Kebbi 1983-85, and Loughborough University of Technology, U.K. 1988-90
He began his working career as Technical Offucer with the Sokoto Agricultural and Rural Development Authority in 1983. In 1990 he moved to the Ploytechnic, Birnin Kebbi as Lecturer 1, and at various times acted as Director of works. He moved to Kebbi State Water Board as Principal Engineer (Project and Design) between 1992-94. He was appointed Commissioner of Agriculture, Water Resources and Rural Development 1994, he held until his installation as the Emir of Argungu in 1996.
Additionaly, His Royal Highness also holds public offices as: Chairman Governing Council of the College of Education, Argungu, Member National Board of Patrons, National Agricultural Coordinating Committee, Adviser Tulsi Chanrai Foundation(a Non-Governmental Organization), and a Grand Patron Argungu Emirate Development Association to mentioned just a few. He was appointed the first Chancellor of the university by the visitor in ………….
